It depends on the style you are using.
In AMA Style, you do need a retrieval date (known as an "accessed" date).
In APA Style, you do not need to include a retrieval date.
In Chicago Footnotes, you would include a publication date or date of revision or modification. "If a date cannot be found include an access date in the first footnote and bibliography citations".
