According to the APA Publication Manual, if a journal article has no DOI, the journal homepage URL may be used instead, along with a retrieval statement. However, for journals that are no longer published, the homepage URL may no longer exist. If this is the case, the APA manual recommends using the home page URL of the database which contains the archived journal.
You can find the names of these databases by looking up the journal name in the Library's eBook-eJournal Title Search (on Library website). When you have the name of the database, a quick Google Search for the database name will give you the homepage URL of the database.
