The nature of the Internet means an 'implied license' exists which permits hyper-linking to other websites. This license should be considered to be in place except where it is expressly prohibited by the owner of the site: check the terms and conditions of the site you intend to link to.

Linking to a page within a site (deep linking) that bypasses advertising, promotional or other material that is of the nature of which the website owner would reasonably expect a visitor to read can be risky. It is also good practice to acknowledge appropriately and include a disclaimer on your site as to the nature and content of the site you are linking to.
