Copyright regulations allow a maximum of 10% or one chapter (whichever is the larger portion) of a work to be copied. This applies to virtually all types of text resources, including ebooks - in this case, it refers to the maximum that can be downloaded or printed. 

Of course, the advantage of ebooks is that library patrons can access them any time and in locations outside the library, so printing and copying become less of an issue.
